I have the same problem:
after TestComplete is started the message appears.
I am using teh new licence model with the Smartbear licence Manager.
Although the message appears, i can still work and i am connected to the internet and also the smartbera licence manager (https://manage.smartbear.com/) can be reacht and tells me that the licence is connected to me.
So it seems that everything is working, but nevertheless the message is strange! - rraghvaniChampion Level 3
What exactly are you trying to do? Launch TestComplete? Is it not able to connect to the license server? Are you trying to connect to CucumberStudio?
If you can provide more information, that would be helpful.

I would try rebooting and checking that you can browse after that, then try TestComplete again.
