Scroll browser locked

Sometimes when I am running tests the scroll browser(internet explorer) gets locked and it is not possible to move the page. 

- When this happens the test stops with errors preventing the test from continuing to perform the following actions. 
- If I minimize and maximize the page the scroll unlocks. 
- When I perform the same actions manually there is no problem with browser scrolling. 

I tried with various tests and different versions of internet explorer. Client web application only works on IE 

Have any idea what it might be?

Did this ever work properly for you?  If so, when did it stop working?  What changed at that time?
