This is how I fixed this issue
Uninstalling Test complete
disconnected system from the domain and pointed to a workgroup
singed in as Administrator
Re -installed Test complete and applied license
Rebooted machine and reconnected to Domain

This is usually caused by interference from an anti-virus product. As Administrator, disable your anti-virus product and retry the installation.

What if the installation that killed the service was an automatic update that failed and now you can't get it to run again?

Hi,
Try to:
-- Uninstall TestComplete (do not deactivate license if requested);
-- Download the latest installer from your my.smartbear.com user portal;
-- Install TestComplete using the downloaded installer.
