4- Configuration
5- Go to Access to Remote License Manager tab
6- Specify Search Parameters Text box Enter Server IP - 10.xxx.xx.xxx
7- Submit

Thanks for the reply. But our local license server cannot connect to the Azure test VMs. We still need a VPN connection or we need a public IP of the license server.

you can create a new vm in Azure just solely for the purpose of acting as a license machine. Make sure the necessary ports are open in all relevant Azure VM's configuration (so both the machines running TestComplete/TestExecute and the VM functioning as a license server), so that they can talk to eachother.
