How does the HASP Sentinel License Server Work?

I ran into an issue while trying to find the license server on some of my machines, and the solution that I was pointed to by support is to log on to the local configuraiton of the hasp service & input my license server in the "specify search parameters" box. In my automation configuration, I install testexecute from a clean state each time, on a virtual machine. So the thing that puzzles me is that the configuration on the local host is reachable even when testexecute is not installed. 



I thought the hasp service only runs when TE or TC are installed? Is this not the case? Also, it's possible I had an install of TE/TC on that machine at a previous time, so I'm wondering if that was the case, the hasp service does not get removed on uninstall? I double checked to ensure no smartbear folders exist on the machine...
