TestComplete would not navigate to a website in Chrome

did you reinstall it on both machines?  That plugin is necessary to be updated/corrected on all machines.

Yes I had it reinstalled.

    You may need to apply the Chrome version 63 patch available from SmartBear.  I don't have the link at hand but you should be able to find it via the support portal.
