There's no built-in DisableErrorReport function is TestComplete, so, I guess, this function is either defined somewhere in your test project, or comes from an external DLL or script extension. So, it's difficult to say for sure where the error comes from without seeing your test project.
What's the exact error message text that you get?
Have you tried debugging your script to find out where and why the error occurs?
