Values of variables in project wiped after checkout from SVN?

Hi I checked out my project from SVN and ran the tests. I noticed all were failing because values were not entered. I looked in the persistent variables section and all the values...

That file is included in a list of files NOT included in SCM:

The tcLS is also exluded and it contains:
