TestComplete won't integrate with TFS Build Agent on first install

I am having a problem integrating TestComplete with TFS Build Agent 2015.

I have the build agent installed on a Windows 10 VM.

I go to install TestComplete and get to the point where you can select the integration option.

I select the 2015 build agent and click next, and it says the build agent doesn't exist even though it does.

Through a lot of trial and error, I determined that I first have to install TestComplete without the integration, then reboot the VM, then install TestComplete again, selecting to modify the installation, and then it will let me integrate with the build agent.

Needless to say, that is a rather annoying and relatively time consuming process.

I would expect to be able to integrate on the first installation of TestComplete.

Am I missing something?  Or doing something wrong?  Or is this just the way it has to be done?

If there is an easier way, please let me know.
