Hi,
Nope, If you don't install JUnit plug-in then you can't use junit style report that's it, Still you can use TestComplete plugin independently .
In this there are no section says you need JUnit as mandatory https://wiki.jenkins.io/display/JENKINS/TestComplete+Support+Plugin

Thanks for the updates . I am looking at the support documents but little confused. If we don't use JUnit then how the reports in jenkins look like ?

if you not using JUnit style report, you will get the default TestComplete mht report which will look like the TestComplete log.

Thanks a lot. But here is a concerns , in our production Jenkin server we have JUnit plugin version 1.9 and if we install the TestComplete plugin , will it ask to upgrade JUnit ?

Look like Testcomplete plugin fail to install saying that JUnit need to be upgraded .
even though in the support documents it is mentioned that we need not install Junit plugin in order to make TestComplete plugin to work, here in our production Jenkins server we have JUnit plugin 1.9 and when our team trying to install the TestComplete plugin , it fails to install saying that JUnit needs to be upgraded .
