Testcomplete window starts flashing like a strobe light when "Not Responding" in title bar

Testcomplete window starts flashing like a strobe light at various times when the "Not Responding" message is displayed in the title bar

Several of our test automation engineers have experienced this. It seems to happen most often at these times: 

1. when opening a project
2. when closing a project
3. when switching branches
4. when closing testcomplete
5. when opening testcomplete

It is hard to capture a video on this as it doesn't happen every time (gratefully) and it usually stops (gratefully) by the time you get the screen capture video up and running. That doesn't make it any less annoying. 

Please advise on this odd "Not Responding" behavior (screen flashing like a strobe like when testcomplete title bar says Not Responding)
