The same problem was appeared (the same message),
but our system is windows server 2012 r2.
Was this problem resolved?
What shoud we do?

Do you see that the SmartBear TestComplete Extension is installed and enabled in Chrome? chrome://extensions/

I have worked with Support Team from TestComplete and 1 month passed and the issue is still there.
Two meetings were set up already!
So disappointed!
