Run form Virtual Machine
Is there a way to to setup testcomplete on a virtual machine somewhere and give access to remote desktop into launch the shortcut from the desktop ?

TestComplete or TestExecute can be installed on a VM. You can create either a Batch file or PowerShell script file, with the appropriate commands, to launch either TC or TE, and run the automation scripts.
Or you can use PowerShell, with the appropriate commands, to invoke an application on a VM (you need to have the appropriate permissions). See Running PowerShell Scripts From TestComplete
