The instructions for floating licenses are buried on the SmartBear website. Try these steps to upgrade to TC 11 with floating license (it worked for us!).
Pre-requisite: Obtain your license key/s by logging into my.smartbear.com
1. Open a web browser on the licensing server. This part is important, you have to do this on the machine that is your licensing server!
2. Navigate to http://localhost:1947
3. Click on 'Sentinel Keys'.
4. Select option on right sight of screen to download 'C2V' file.
5. Click on this link and upload your C2V file: https://my.smartbear.com/manual-license-activation/
6. Download the .v2C file genrated by the site in step 5.
7. Go back to http://localhost:1947 and select 'Update / Attach'.
8. Upload the .v2C file obtained in step 6 to your licensing server.
Repeat above steps for licensing Test Execute if you have licenses for that too.
Thanks, I started through those steps, but on my Sentinel Keys screen I don't see this ..."option on right sight of screen to download 'C2V' file."
FYI, our problem was resolved by support by them creating new licenses for us. Apparently some of our licenses were "VM-Enabled" and some were not and the different license types couldn't be activated on the same license server. Support made all the licenses "VM-Enabled". Still doesn't entirely make sense to me, but the problem was resolved.

@akuczkowski, I’m glad that the issue was resolved.
@matt_kuhn, we haven’t updated QAComplete. So, you cannot work with the TestComplete 11 projects from QAComplete. I think this will be available soon.
@Tanya, Can SmartBear make a better effort to inform users of their products when integrations wont work after an upgrade? For example for this release SmartBear could have emailed everyone with a QA Complete license informing them that the integration between the two products does not work. Thanks.
Are you sure you opened the web page on your licensing server? If that still doesnt work then I'd search the SmartBear documentation regarding licensing and or contact SmartBear support.
Yes, i'm sure i'm on the license server. I'll see what support has to say.
