I followed the steps outline in the link namely I uninstalled, requested a new trial license, downloaded a new exe(TestComplete_T934879205016SLM.exe), ran the installer and finally ran TestComplete but got the identical error.

Just curious, but have you activated TestComplete trail licenses before?

I'm not sure. I think so, I activated something via email. As some point I got this number on the screen: h7vJ7cUEWriO5P_uMAuNdQPvHN1H0Za61BazBz3dvOMvS
I remember trying to activate but I'm not sure if it ever completed. That's when I uninstalled and requested a new trial version.

For ID based license, when you receive the license email you will need to sign up before you can sign in and view your licensed options details. When you run TestComplete you will need to login using such credentials https://support.smartbear.com/testcomplete/docs/licensing/id-based/index.html

Did you enable the Intelligent Quality Add on or Web ands Mobile? I am not sure those plugins / Extensions are supported in the trial. I could be wrong.
