I assume you are using an ID-Based license and you can trouble shoot, first by validating your internet access to the license server https://support.smartbear.com/testcomplete/docs/licensing/id-based/index.html mentioned in both sections Requirements and Managing licenses.

I'm not sure what issues you are having, but SmartBear ID-based is working fine.

Same here. On two different machines. I tried to uninstall/reinstall but it did not help. 
Maybe a bug with the latest version?
