Freeze diagnostic options are not active

I wanted to add my app to Freeze Diagnostics but all on this page are not active.  Does someone know why? How can I turn on this options?

    Changed manually from False to True

Your process filter mode is set to ignore all processes!

Is there way to enable buttons on this page? Because 'process filter mode' is also disabled.
