Yes, there should be no problem putting your license server on an external network. Naturally you need to point your clients to it. And you need to make sure that port 1947 is not blocked.
Once you've added the computer name/IP address of the license server to the Search Parameters of the client (and clicked Submit), and assuming you haven't restricted access on the server, the server machine should appear in the devices list on the client:
http://localhost:1947/_int_/devices.html
If it doesn't, then most likely the port is being blocked and you'll have to figure out why and where.
Since you've already opened up a separate support case, we'll continue any further work there.
