Is it possible there is a company firewall blocking the IP? That happens to me which I check for Smart Bear Test Complete updates. If so open a support ticket and support will work with you and your IT department to get the exact IP/ URL unblocked so you can use TC.
Zscaler.com tool was installed recently by Company policy, and this is now preventing TestComplete to access the Start page, so I need to know the URL from Smartbear, so we can whitelist this specific URL.

my company now whitelisted *.smartbear.com which solved the Zscaler blocking problem

I posted in the other question as well. If you don't get help shortly then try opening a ticket with SB Support at https://support.smartbear.com/product-list/
My 'check for updates' returned the error that I didn't have an internet connection when I did; then it was fixed through support, and now I'm back to square one.
So whatever URL my IT department whitelisted.....has changed. This apparently will be an ongoing problem for me if SB continues to change URLs.
