Can't delete ReportGenerator file during upgrade TC

I have 2 TC licenses. Each license for each laptop. TC popped up msg for upgrading to a newer version. I was able to upgrade on one laptop but not the other. During upgrading, it tried to uninstall a...

    From the command prompt, run the following,

    ReportGenerator.exe --cleanse --stop-monitoring

    Then, download the TC installation from your SmartBear portal, restart your machine, then install.
