Hello aprather,
The most common solution is to un-install the through add-remove programs and the install a fresh copy of the new version.

If that fails then I recommend contacting support and opening a test case. This caqn be done in the Help menu of TC or via a web link....

I would also check to ensure the file exists and is not flagged read only and the rights are correct even though you are an admin it doesn't hurt in case its a group policy thing but I doubt that. 🙂
