And having this patch installed and plug-in enabled in Chrome (and re-installed from the mentioned Google webstore link, just in case) you are still experiencing the problem with plugin crashing in Chrome, right?
If this the case and you already rebooted your machine but the issue still exists, then I don't have better ideas at the moment except those two:
a) Try TC 12.60 Beta (https://community.smartbear.com/t5/TestComplete-General-Discussions/TestComplete-Beta-Program-Try-AI-Driven-Visual-Testing/td-p/168632); or
b) Contact Support directly via the https://support.smartbear.com/message/?prod=TestComplete form.
