We are using Jira server, do we need to use zephry scale server?

We are using Jira server, do we need to use zephry scale server? Although our company is 100 people, the test team is 10 people. If we cannot use this license bellow, do you have a product that does not have a jira plugin and that I can buy for 10 people?

Scale pricing (as with most Jira plugins purchased through Atlassian marketplace) is based on your Jira tier. 

Zephyr Enterprise a standalone test management solution which has a bi directional sync into Jira can be purchased based on no of testers as QA of full cost of ownership.
