To migrate a License Does the License have to be in a Deactivation State?

To migrate a License Does the License have to be in a Deactivation State?

I can't seem to get my License on the website in a Deactivation state. I believe I have all the files necessary but it will not work on the website when trying to Deactivate. Do I need a Smartbear Representative to help with Deactivating a License?

Here are the instructions for Deactivating.  If you get stuck, there are instructions at the bottom of the page regarding who to contact for help.

It was actually an issue with the License File. Customer care actually had to do something on their end.
