Absolutely! As long as you can install TestComplete on the Cloud machine that has the application under test, you will be good to go.

As Nick wrote.
TestComplete/TestExecute must be installed on the machine along with the tested application in order to control it (tested application).
As long as you can do this you should have no problems with creating, debugging and running your tests on the cloud-based computer.
