Recommended VMs to Host TestComplete Licenses

 As the title suggests we would like to set up a VM which we can host our TestComplete licenses on.  Currently we have TestComplete on a single computer and having it on a VM would be much easier. 

Questions:
Will this VM be accessible outside of the domain? 
We want to be able to call TestComplete TestCases through the CMD, is that possible from a different location?
Does anyone recommend any cheap VMs

You can use any of the VMs.
