ability to comment out highlighted xml in XML View

A lot of time we would like to highlight/un-highlight certain portion of the xml request while scripting. It would be really handy to have the following features.

1. surround selected xml portion with comment tags
2. strip commented tags from selected commented out xml
3. ability to strip all comments from the request. This is handy when copy/pasting the xml request for bug entries. Developers would like to see only the bare xml without all the comments.
