Recurring test steps inconsistently do not display within test scenario executions

Hello,

We are running Zephyr Standard version 3.11.0. We are finding that within and across test scenarios, certain test steps (seemingly random), when called multiple times within a test scenario, will only display upon the first calling in test execution. Subsequent calls to the same test step are missing and the step numbering reflects this (gaps in step numbers where the subsequent test step calls should be). This is inconsistent, affecting one recurring test step within one test scenario, but not when the same recurring test step is used in another test scenario.
