Are you using Windows Remote Desktop connection or a different Remote Desktop?
Look at using SessionCreator, if you want to run your tests on a remote machine without having to log on to the machine.

I'm using Windows Remote Desktop

I have TestExecute installed on Windows Server 2019, which allows multiple connections. When the machine is restarted, there are no users. I log onto that machine, and call the tscon.exe command, which disconnects my remote desktop. When I log back into that machine, I can see two users (17 and 21)
I log off the machine, and a schedule task will run the automation using the account I logged in at the beginning (17).
It seems like your remote desktop machine is not configured to allow multiple connection.
