I received an email from Smartbear this morning. Maybe that's the explanation.

This is to notify you TestComplete and ReadyAPI will be performing maintenance on SmartBear License Management (SLM) on Monday, October 23rd, 2023 at 8:00am CET / 2:00am EST / 6:00am UTC. Maintenance will last one hour, and users may experience intermittent downtime.
