It looks like you are using SessionCreator? Are all parameters correct in your PowerShell script? Since you are launching a browser, do you have an active session, so that TestComplete or TestExecute can interact with the browser?
I have seen, in various minor versions of TestComplete, where Sys.Browser("*") would not work due to a particular version of Chromium browser stopping TC from working

i tried running Test Execute directly without using session creator, i get the same error. Powershell script has all parameters and these where working fine and now for some reason we started seeing browser issue. i suspect something to do with chromium browser.

To narrow down the issue further, create a new project with simple steps that clicks a button on https://www.w3schools.com/tags/tag_button.asp . If it doesn't work, then there's a bug with TC/TE.
