Since this behavior is caused by the Windows system limitations, we cannot do anything from our side. The service of a continuous integration tool must be running under an interactive user account within a GUI session to make a testing tool interact with applications' user interface. As far as I know, many such tools provide this possibility.
If the tool you use does not allow this, the best solution is to use the Network Suite feature to run actual tests on another machine as it is described in the Running Tests on Locked Computers help topic.
