Yes. I am using a NetworkSuite.
Just now I found a solution to this problem.
The registry variables DefaultDomainName and DefaultUserName for winlogon under Wow6432node\software\microsoft\windows NT\ did not have any value.
I assigned them to correct values.
And this time Testcomplete could see the PwdChange window after reboot.
I can't confirm if the problem is solved. I will run all of my tests with new registry setting. If everything works fins, I am ready to go ahead.
Otherwise I would go through your suggestions.
