TestComplete 7.52 patched hangs on startup - Win7 x64 new installation

The trigger appears to be launching with administrative privileges. This is what caused the problem both times although On my previous OS this worked fine and it currently works in x86 on my other machines.
1. Once the condition has been initiated, even launching TC via the executable itself does not alleviate the issue. No specific shortcut appears to be causing the issue.
2. I cannot change the start page options as the application is hung before TC has fully loaded. The condition is such that the TC splash screen is still present, and the main application windows is present, with a Start Page tab but not populated with content. I've attached a screenshot. Perhaps there is a manual method to hack the startup options?
