I have the same issue.
With alt-tab or even clicking on a window some others keep themselves on top.
Like if the window was modal.
Is this your problem ?

I opened a support ticket but they don't know how to solve this. I even sent a short desktop video.
I'm considering switching to windows 10 for the TestComplete's machine (while keeping W8.1 for TestExecute's VM)

Perhaps something like the AutoHotKey "AlwaysOnTop" utility can turn off this behavior.
