vhoutgraaf , looks like the initial question where the article was mentioned is about QAComplete and it might be an entirely different thing than Jenkins.
Let's try focusing on the current issue with Jenkins. This exit code could be due to insufficient permissions, have you tried running As an Administrator?
If this doesn't help, the support team will need to investigate, please open a ticket with them.

Thanks Sonya for looking into it.
We just found out that the solution for us appears to be as simple as uninstalling TestComplete and reinstalling it again.
