i have an Execution plan with several test cases in it. one of the test cases has a count value of 5 and so it runs five iterations with values that get changed for each iteration. when this project runs in an Azure pipeline I'm seeing this line in the pipeline log messages
the test case completes successfully but there are no logs for it. Is this supposed to be this way?

we've always used execution plans in our azure pipelines. if you click on the link called "run test complete tests as part of a pipeline" in the link you posted above you will find the following section on that page
