Hi Allen, thank you for your reply. Before I tell my problem again, I want to answer your predicts first.

(for example, if multiple virtual users try to log in with the same credentials).
-No I am using parameters.

The criteria for "how many user can connect and use their system concurrently" can vary depending on specific business needs, as mentioned by Alex above.
-I understand business needs, but right now this is not the issue. The issue is the max. available users for the very current system under current conditions. Alex before wrote that when there are 10,000 vuser and if the system starts to respond slowly, this may not be a problem.
Yeah, ok, but in my situation, I am not asking for possible max. users under any condition, What I am asking is that, how can I learn max.users for current system (who can connect and not get time-out or other ) .
And developers do not know systems, and they do not predict a limit for the system. Only system admin cares about servers, but this time system admin does not know anything on development side. So as a tester, I think I am responsible to fnid out bottlenecks of the system.
My other question is that, is the system gets warning because a request time-out, how many seconds it is ? and Can I change it within TestComplete ?
Thanks.
