I would go with QAComplete for less hassle.
We evaluated Zephyr but didn't like it for various reasons and went with QAComplete. Zephyr is OK but there are things about the interface and how they deal with releases that IMHO need a few years to mature.
With the latest QAComplete version they offer JIRA integration out-of-the-box (bugs only for now, but more types to be added in the future).
QAComplete also, of course, has direct integration with TestComplete, Ready! API, etc.
