Test Engine REST API

Does the Test Engine REST API work with TestExecute? Do I have to license TestLeft for it to work?
My end goal would be to call the REST API from Python that is running Selenium. I would be using Python/Selenium for the WEB portion of our testing and I was wondering if I could use the REST API to interact with our Desktop product.

To my understanding yes, it must work. You just need to enable REST API (https://support.smartbear.com/testcomplete/docs/reference/apis/index.html😞
(This screenshot was made for regular TestExecute, not for TestExecute that is installed with TestLeft (though I think that they must not differ)).
