Tech article will not submit

  I have a tech article I wrote quite some time back and it is still 'pending review'.  I did a recall, made a few changes and did another submit and it gives me an error that I have used too many ...

    I just found this, "(Note: to post a technical article requires Level 3 status and will need to be approved by a SmartBear Community team member.)" while creating an account and exploring the Champions section.  I guess this answers my question?
