If you are using the latest Chrome version, check that the corresponding TestComplete patch is installed on your computer ( http://support.smartbear.com/downloads/testcomplete/chrome-patches/ ).
If the patch is installed, please let us know what happens when you type, for example, http://www.google.com in the Run Browser operation. Do you get any error when executing the test?
I am answering my own question after I found the solution.
I copied the tcCrExtension folder from another working machine and dropped the tcCrExtension.crx file onto the extensions in chrome. Not sure if Smartbear provides these files extensively.
