What browser are you running?
What code are you using to launch the browser?
Are you using a control T in your code to open a new tab?
This week I had a similar issue to you. I have 2 VMs with the same version of FireFox. On one of the VMs my tests were opening with multiple tabs. The same tests run on the other VM and on my laptop did not result in multiple tabs.
I'm not sure what caused the problem. I suspect it had something to do with when I was disconnecting from the VM or an out of date plugin.
The issue never happended on the VM while I was watching it.
