Region Verfication and Windows 8.1

We are using the Region checkpoints to verifiy reports running from our software.  These were created and have been running fine on Windows 7 machines.  How ever we are starting to test the softwre now on Windows 8 machines, and all checkpoints pass execpt for the Region checkpoints.  There are slight pixel differences in the two OS.  Has anyone else experience this?  If so have you found a way around it?  I know I could use a tolerence, but I dont want to do that, only as a last resort.
