OK, 5m after posting this, I found another post with similar problem. It appears to be a TC bug in latest TC version 15.65.12.6

dotNET.System_IO doesn't exist anymore? | SmartBear Community

Downgrading to version 15.64.3.7 fixed the issue. So definitely a TC bug.
