I still think that the goal of the test is to verify that the workbook was created correctly and can be opened with Excel without problems reported (this follows from your description), but not that the command was correctly entered into the command prompt window, parsed, that the Excel can be started and the name of the file is accepted as a parameter.
Considering the above, all you need is to execute the [DelphiScript]
Sys.OleObject('WScript.Shell').Run('D:\BookMark.xlsx', 1, TRUE);
command, look for the Excel process and verify that no error message is shown.
