Obtain Offline license WITHOUT fingerprint file

I know there must be a way to obtain an offline license without having to report by an encrypted file of the specs of my Machine a.k.a the fingerprint file. Who is a good point of contact to get this matter resolved to best use the already paid for license if I cannot go this route for license activation?

 Any Contribution at all will help with this question. 

I assume if I seal a statement of integrity that should resolve this issue.
