The correct way for TestComplete9 is to deactivate the license on the user's portal (https://my.smartbear.com/login.asp), uninstall TestComplete, reinstall it and activate a-new. This is described in the Licensing Guide (http://support.smartbear.com/viewarticle/33802/).
I think that the best way for now is to contact Sales (http://support.smartbear.com/message/?prod=TestComplete) and ask them for the assistance.
