Jira and Test complete integration and plugins for reporting
Does Test complete have a plugin for Jira that would allow me to import Jira test results into Test complete and automate my reports.

No, this is not possible to my knowledge.
TestComplete is tests creation and execution tool but not Test Management or Reporting one, so I see from little to no reason to import test results into TestComplete.
