There could be object recognition issues for the File Download Box on IE 8 and IE9. Unfortunately, they are caused by the specifics of the dialog implementation.
It is better to initiate the download procedure by selecting "Save target as" from the download link's context menu. This will free you from the need to interact with the Download Box and from possible recognition issues.
P.S. Typically, single mouse clicks are simulated with the Click action, rather than with the DblClick action. But I don't think this could cause the misbehavior.
